Building Regulations 'Part L'

 

‘Part L’ of the Building Regulations covers the conservation of Energy in our homes, offices and other
buildings. It sets high standards for architects, engineers and contractors to create a more sustainable
environment.
In May 2006, the government released a guide the Domestic Heating
Compliance guide. This guide outlines the requirement for both new or replacement central heating
systems in domestic households.
The Compliance guide utilises industry approved practices and allows boiler manufactures to influence
which products are compatible with each boiler.

For Gas fired Central Heating Systems the compliance guide specifies that new boilers should have a
minimum efficiency of 86% as defined by its SEDBUK* value and minimum provisions must be met for

Minimum Provisions for system preparation and Water Treatment must also be met.

Central Heating systems must be thoroughly Cleaned and Flushed BEFORE installing a new boiler.

Cleaning involves the use of a good quality cleaning chemical to remove any flux or solder residue and
dissolve sludge within the heating system.

Flushing uses the force of water to remove any residues or debris still circulating in the system after a
cleaner has been used.

 
During the final filling of a heating system, a chemical water treatment inhibitor should be added to
protect the system against corrosion, scale and sludge.

The compliance guide specifies the use of a chemical water treatment as the effectiveness can be easily
proven.
 
British Standard BS7593 is the recognised code of practice for cleaning and inhibiting central heating systems.
It recommends the use of Power Flushing as the most efficient method of cleaning existing systems to restore
the overall energy efficiency.
